Each Switchboard can keep up to 5 smart link drafts at a time, so half-made links don't pile up. Archived drafts don't count. While you're at the limit, a new link you start isn't saved as a draft as you type; you can still create it and switch it on straight away.
Open Smart links and filter by Drafts.
Finish a draft and switch it on, or delete one you don't need.
Then start the new link again.
