Each Tags & categories step needs at least one tag or category to add or remove (up to 10 in each list).
A Tags & categories step adds and removes tags and categories on the contact. It needs at least one name, at most 10 in each of its four lists, and the same name can't be both added and removed.
Pick at least one tag or category to add or remove.
Remove the duplicate, then save again.
